Suggestions for Manifesto

To organize & streamline inputs from Friends of BJP to the BJP Manifesto Committee, we identified some common themes that would be of interest to the Friends of BJP.   These were the following:

7 Foreign Policy 15 Unemployment & Poverty Alleviation
8 Good Governance & Administrative Reform 16 Women’s Empowerment

To make our objectives manageable and in a defined time period (completion by end of first week of March), we further clubbed the above 16 topics into five clusters:

Security & Foreign Policy

Social Issues

National Identity

For each of these themes we invited suggestions from everybody who had indicated an interest and are in the process of compiling a paper that we want to process.

We have made an attempt to make an outline on Topics I & IV, and present this here.  Using any inputs we get till EoD 4-Mar-2009, we will compile this into a final document.  Inputs may be sent to baman.mehta@friendsofbjp.org

Please note that these are only suggestion from Friends of BJP to the party and do not indicate any commitment on part of the party to include them in the manifesto.  We will also try to synthesize different inputs that we receive in common coherent themes so as to make our document usable.

Economy & Business

  • Biomass must make up 30% of the total renewable energy sources, considering its economic and environmental benefits over other renewable sources

    • Joining of Rivers to improve water Table

    • To implement the linking of 37 rivers estimated to cost Rs. 560,000 Cr by 2014
    • Move higher up in the agriculture value chain by increasing the processing of agriculture produce from less than 2% to 10% by 2014 (30% Brazil, 70% U.S and 82% Malaysia)
    Infrastructure and Housing
    • PPP for growth
    • Government should publish status report on each Infrastructure project along with the reasons for delays, if any
    • Achieve the target of $500 Bn investment in Infrastructure by 2012
    Financial Reforms
    • Banking sector reform in line with the Raghuram Rajan Committee report
    • Full capital account convertibility?
    • Mumbai as an International Finanacial Centre
    • Implementation of recommendations given in Raghuram Rajan Committee report
    • Achieving Full capital account convertibility by 2012
    • Reduce fiscal deficit from 6% to 3% by 2014

    Social Issues

    • Fundamental Right to Education upto Class XII

    • Achieve 80% functional literacy (Reading, Writing and Arithmetic) rate by 2014 from current estimate of 40%
    • Reducing dropout rate of 90% -94%in schools, from K.G to 12th , to less than 10% by 2014
    • Establish vocational Education and Training (VET) institutes on PPP basis and cover at least 50 million people (10-12% of workforce) per year under VET. ( In developed countries, 80% of the youth from age of 14 to 35 go in for VET)
    • Make AICTE an enabler, rather than controller
    Healthcare for all
    • PPP in Healthcare
    • Implementation of awareness programs for AIDS, Polio etc.
    • Setting up of affordable healthcare facilities in urban and rural areas both
    • Initiate PPP in Healthcare to make the existing government institutions viable
    • HIV prevalence in the general population is .36%. India is third worst affected country with HIV after South Africa (5.5m) and Nigeria (2.9 m). Hence
    Employment Generation
    • Start Enterprise Skill Development (ESD)
    • Reclassification of sectors for SMEs/SSIs
    • 60% of total employment is self-employment, hence need to start ESD from 5th Class in all schools
    • Widening the scope of SMEs (SSIs - 7% of GDP and SMEs - 90% of GDP)
    Women empowerment
    • Strict enforcement of laws relating to foeticide, dowry, child marriage, trafficking, rape and family violence, Sexual Harassment at Workplace etc.
    • Women Helplines for abandoned widows, victims of trafficking, mentally challenged women, and victims of calamities - and bringing in private and philanthropic participation
    • To rise in Gender Gap Index rank from 113th (2008) to within Top 100 in the world by 2011. (China jumped 17 places to 57th rank in 2008)

      What is BJP’s stand on Reservations?

      If BJP is going to oppose Reservations or is going to keep ambigious stand on reservations no SC, ST, OBC is going to vote BJP even if they favour or prefer BJP.

      What is Hindutva or Bhartiyata and does it include Indian Muslims?
      Hindutva needs to be exlained properly. My understanding is it means Indian Culture.

      Targets for Internal Security:
      Not a single Terrorist Attack in the coming 5 year tenure ending 2014 and if there is one the Home Minister should resign and the Government should adopt strict policy to hunt down (as per the language of USA) the terrorist camps wherever they are on the Globe inspite of whatever may be the Diplomatic outcome, even if it leads to war with Pakistan let us not get bogged down with the threat of they dropping Nuclear Bomb. Let that happen and let us also go all out and finish off the enemy once and for all without having any continuous threat. Instead of dying every day with threat perception let us face the reality and take bull with its horn boldly and prove the world India means business and it is no more a soft state.

      Targets for adult literacy:
      Targets for Agricultural Output and Industrial Output Parliamentary Constituency wise.
      Let us have a comprehensive policy and take care of our Jawans and Kisaans one who protects us and the other who gives us the food.
      Target to bring back money stashed in Swiss Banks by any Indian by adopting suitable measures.
      Targets to fix efficiency at all the levels of Three wings of Democracy.
      The Judiciary The Legislature and The Executive.
      Targets to scrap all unnecessary archaic laws which are any more relevant to the present day systems.

      What has bjp done in this 5 year of opposition for the development of country???
      Has it used its monetary resources for any good of the country or only used it for advertisements and has only done walk outs of the parliament in the blame game saying that it will do good only when it comes to power???

      Few more points to add -

      Governance has to be open & transparent from top to bottom. (Learn from Obama, party with a
      difference should thinks seriously).

      Healthcare is vital - you guys have captured/
      Parallel black economy must be made mainstream.
      To follow this look at OECD countries like Australia.
      Cultural heritage should be preserved and should be promoted under Tourism. Tourism has lot of potential in India, it needs a serious look. Learn from countries like Australia and NZ, with only 200 years old settlement still they thrive on tourism.
      Smart services - smart is a buzz word now a days, on lines of smart grid, smart power, we need to find services which can be in this space across all verticals.

      One for all define Secularism - so that everyone knows what it is.

      Technology -
      Mobile and Broadband infrastructure should be added as Utility like water and electricity in the 5 year plan. These will be the life lines of this century.

      Mcommerce (Kenaya and Bangladesh) and Mgovernance should be targeted.

      More on governance -
      Make every government position accountable on targets set, else face the music, follow corporate governance model.

      Midterm Leadership transition must be mentioned if Advaniji become PM.

      Reservation for limited time on basis of economic background not on caste system. This might be a hard one.

      Combination of Senior and Young Cabinet ministers should be adopted - Example If PM is Old then Deputy Pm should be young. This model should be followed in various ministries from day one.

      RTI, Vigilance should be run independently.

      One radical suggestion is to legalise modes of corruption into pay packets of employees…

      I hope these suggestions can find in yr macro categories.

      (1)you people should read books on public administration.you will come to know the role of political party in the process of development or good goverence.instead of supporting 1 single party u should work as a pressure group becoz u can’t trust a political party.Gujrat’s growth rate before bjp was 14%(TODAY IT IS 13%).Gujrat was always in the top 3 states of india.Today andhra pradesh is in the hands of congress,and they brought AP in the top states of India from 11th rank.I just want to say one thing there is very less connection between political party and and development.

      (2)today india is facing many problems. how can BJP put forth the issue of ram mandir to tackle the current crisis?

      I think that as far as macro economic issues and good governance and administrative issues are concerned one very important step is to seriously down size the number of people in government departments in India.

      We are a country having a hugely bloated governance structure where there are just too many government departments, ministries, committees, bureaucrats and other sundry institutions which are not only a huge burden on tax payer’s money but also have been largely responsible for corruption in this country.

      A large amount of taxes goes towards salaries of these unproductive departments and people. This not only increases the fiscal deficit but is also preventing us from using the money for urgent needs such as police reforms and for the military.

      2. To stop currption in burocrecy

      There is a revolutionary proposal by Arthakranti Pratishthan. (visit http://www.arthakranti.org) on which BJP can think very seriously as this movement is gaining recognition from all sectors. second BJP must spend time with youngsters through whatever media possible however more through group interactions.

      Social Justice and Harmony

      Something that is bothering a lot of us, is the way the media (news) covers events. Am not talking about bias towards different individuals or organisations, but the way the media could psychologically affect individuals/children for years to come. The 3 Cs Crime, Cinema and Cricket seem to be the focus of a lot of the news channels more so the non- English channels. The way the 26/11 was covered was apalling (security point of view and psychologicallY).

      Why cant we have some kind of regulatory body like the Ofcom(http://www.ofcom.org.uk/)in the UK.

      Dear Sir,
      1)Reintroduction of Standard deduction for salaried persons should be included in menifesto , Many other economic reliefs as loweering of income tax slabs for salaried persons with clear picture should be announced as millions of salaried persons may come closer to the party.

      2)Further cut in excise rates can be announced in menifesto.

      3) Incometax rates for partnership is highest in all slabs , it should be lowered .

      4) Further economic reliefs be included in menifesto.

      Every govt office must have a cell of the party in power, where cases of harassment of public by the babus must be registered.By this the party gets to know the extent of corruption going on in its government.The staff of this cell must move around the office building looking for people needing help,guidance or support.

      India not developed allthese 60 years is due no attention paid on education. There should be atleast on secondary school with in a radius of 3kms. Private persons & trust be encouraged to run these school. Creation of a post of teacher should be on the basis of each teacher bring atleast 80 new students in every year. Pay and allowances need to be paid by government. All state boards and Central boards be allowed to start shools anywherein the country. Let the parents allow to select in which board they desired to take admission for their wards. Create a environment of competition in the field of education.
      With regards to highger education no reservation be there. It should be on merit other wise our country will loss lot of talented students. If government wants a person who has 50% of marks want to get admission please create seats for up to that mark.
      As far employmentis concerned Registeration of Panchayat wise nonskilled workers be done so that whoever want labours they can approach panchayat for that purpose. Each panchayat should connect by internet so that requirement of labours in distant plances may known and the unskilled persons need not wander here andthere for job.
