The BJP has just released its IT Vision for India. [Press Release - Full Document]
The highlights:
• Multipurpose National Identity Card (MNIC) with unique Citizen Identification Number (CIN) for every Indian citizen in 3 years; to replace all other identification systems.
• 1.2 crore (12 million) new IT-enabled jobs in rural areas.
• 1 crore (10 million) students to get laptop computers at Rs 10,000. Interest-free loan for anyone unable to afford it.
• National Digital Highway Development Project to create India’s Internet backbone, and Pradhan Mantri Digital Gram Sadak Yojana for last-mile access even in the remotest of villages.
• Broadband Internet (2 Mbps) in every town and village, at cable TV prices (less than Rs 200/month).
• All schools and colleges to have Internet-enabled education.
• 100% financial inclusion through bank accounts, with e-Banking facilities, for all Indian citizens. Direct transfer of welfare funds, preferably to the woman of the house.
• Every BPL family to be given a free smart mobile phone, which can be used by even illiterate users for accessing their bank accounts.
• Number of mobile subscribers to be increased from 40 crore at present to 100 crore in five years. Internet users to equal mobile subscribers. India to equal China in every IT parameter in five years.
• Video conferencing to be made affordable and universally accessible.
• Primary Health Centre in every village to be linked to the National Telemedicine Service Network. Basic health insurance scheme for every citizen, using the IT platform. Cashless hospitalisation.
• India’s ranking in the United Nations’ Human Development Index, which is currently 128, to be improved to 50 in five years, with the long-term objective of bringing India within Top Twenty by 2020.
• Massive expansion in the use of IT in agriculture, rural development, SMEs, retail trade, and informal and unorganised sectors of the economy.
• National e-Governance Plan to cover every Government office from the Centre to the Panchayats. The ‘E Gram Vishwa Gram’ scheme, launched by Shri Narendra Modi in Gujarat, to be implemented nationwide.
• Government spending to be made corruption-free. A former Prime Minister had once said, “If I put Rs. 100 in the pipeline in Delhi, only Rs. 15 reach the end beneficiary.” In contrast to Congress governments’ Leaky Pipeline, the BJP’s IT Pipeline will ensure 100% benefit to people. Those who misappropriate public funds will be punished.
• All post offices to be converted into IT-enabled Multi-Service Outlets. All telephone booths to be upgraded to Internet kiosks.
• Citizens will have a simple 1-800 BSNL Toll Free Number, which will be accessible 24×7x 365 days of the year, to contact their Member of Parliament.
• Unlimited VoIP access to all
• e-Bhasha: National Mission for Promotion of IT in Indian Languages.
• Special focus to bring women, SC/STs, OBCs and other weaker sections of society within the ambit of IT-enabled development.
• Use of IT for the protection of India’s priceless cultural and artistic heritage.
• Government to standardise on ‘open standard’ and ‘open source’ software.
• Domestic IT hardware industry to be aggressively promoted to minimise dependence on imports.
• Domestic hosting industry to be promoted to minimise international bandwith charges.
• An independent body, Digital Security Agency (DSA), to be set up for cyber warfare, cyber counter-terrorism, and cyber security of national digital assets.

It seems the efforts of people like Mr. Praveen Dalal are finally appreciated and have been endorsed by one of the biggest national political party. The BJP has endorsed many of his suggestions including those pertaining to establishment of an independent body, Digital Security Agency (DSA), to be set up for cyber warfare, cyber counter-terrorism, and cyber security of national digital assets. It may also be a coincidence that we have also suggested for a national ICT policy for effective e-governance in India and sound cyber security few days back. We expect similar endorsement by other national parties like Congress so that India may have a safe and secure cyberspace.
1. The new goverment should collabrate with the IT Industry and IT education institutes to ensure good quality trained man power for the IT Industry.
2. The new goverment should play active role in ensuring no protectionist measures are taken by the developed countries agaist IT outsourcing to India.
3. Stricter laws and solid implementation of them to ensure protection for female IT/ITes employees.
It is really a good thought given in IT vision & road map should never be of a 5year term as it becomes an election plan only we must plan to finish all activities in 2 yrs & monitor functioning of it for next 2 years to overcome the difficulties & problems in the last year , than it becomes the achievement.
Pl define only that much in this time frame.
The IT vision of BJP is need of hour for India to become the tech IT superpower. Moreover IT should be used effectively & thwart any terrorist designs against India. India’s premier IT expertise should be used to counter corruption, terrorism the biggest security challenge for our country. IT should be used to weed out corruption & weed out moles supporting terrorism in our country.

However, the challenge is the implementation. Does the BJP have actual facts and figures as to how much money would be required to achieve this monumental vision that has been laid out and how do we plan to finance this in the next five years?
1. Planning laptops @ Rs.10,000 for 1 crore students may be an achievable goal, given that netbooks are now available for around that price range
2. Connecting every town and village by broadband internet seems a little far-fetched, do we have the requisite infrastructure in every village? Or is satellite going to do the trick?
3. CIN for 100 crore Indians! Now I have no clue how we plan to achieve it! How do you identify who among them are illegal Bangladeshi immigrants?
4. Punishment for misappropriation of public funds is great, I would like to know the nature of the punishment. I would liek it to be a non-bailable offence with punishment of a minimum of 7 years rigourous imprisonment, ideally, 14 years of imprisonment!

BJP is capable of doing much better when it comes to implementation as they are a group of true veterans and visionaries. However, I feel some of the aspirations are overstated and can only be realized with 0 intervention from any alliance partner with vested interests.
BJP top rung leaders, if you are reading this, get charged up to spread the campaign faster, especially among the intellectual mass who have always been with u during and after the Vajapayee Ji’s tenure. The challenge which is facing u is you are yet to quantify the gains to GDP, IIP and yet to summarize the failures of congress govt in realizing these dreams for 60 years. U r much better guys but be focussed on your campaign instead of internal fightings which Cong and its media allies are taking advantages of. Good luck to all if you - visionaries.

How leftist are repending their support to congress.Their suport to congress for more than 4 years has made soniaji strong.How congress has thrown them out after using them for remaining in power.Same thing for SP. To win confidence vote, they were mnaged and now they are also unwanted.

Publish some photographs of Ex-chief Minister Shri Desmukhji, who was sleeping in many of the important meetings, some of them being called by him. This photographs were well there in Times of India.

This is so shocking…….If black money deposits was an Olympics event…. India would have won a gold medal hands down. The second best Russia has 4 times lesser deposit. U.S. is not even there in the counting in top five! India has more money in Swiss banks than all the other countries combined!
Recently, due to international pressure, the Swiss government agreed to disclose the names of the account holders only if the respective governments formally asked for it. Indian government is not asking for the details…….no marks for guessing why?
We need to start a movement to pressurise the government to do so! This is perhaps the only way, and a golden opportunity, to expose the high and mighty and weed out corruption!

Is India poor, who says? Ask the Swiss banks. With personal account deposit bank of $1,500 billion in foreign reserve which have been misappropriated, an amount 13 times larger than the country’s foreign debt, one needs to rethink if India is a poor country?
DISHONEST INDUSTRIALISTS, scandalous politicians and corrupt IAS, IRS, IPS officers have deposited in foreign banks in their illegal personal accounts a sum of about $1500 billion, which have been misappropriated by them. This amount is about 13 times larger than the country’s foreign debt.. With this amount 45 crore poor people can get Rs 1,00,000 each. This huge amount has been appropriated from the people of India by exploiting and betraying them. Once this huge amount of black money and property comes back to India , the entire foreign debt can be repaid in 24 hours. After paying the entire foreign debt, we will have surplus amount, almost 12 times larger than the foreign debt. If this surplus amount is invested in earning interest, the amount of interest will be more than the annual budget of the Central government. So even if all the taxes are abolished, then also the Central government will be able to maintain the country very comfortably.

BPl people dont a have money to get basic needs..then what is the use of giving them account based on internet,,,accesible through smartphones which are also given..
where do they find money to recharge the mobile currency or atleast mobile charging current bill……

Yes I am really impressed by the BJP IT VISION. The idea is big and good for the country and we the people of India should strive hard to achieve the goals. But I am apprehancive because of the nature of the govrnance, Parliament of our country. More so because our masses ,population is largely ignorant and uneducated, uninformed and live in poor conditions. So to achive the designated goals let us include a well thought and concrete action plan with designated and transparent authorities with onus of responsibilities to achieve the goal in a fixed time frame . Say one or two years so as after the expiry of that period that particular authority should come to the executive with his progress report on the BJP IT VISION. Any failures should be suitably explained to the executive because ultimately executive is responsible to the masses in general which is ultimate KING.
Further,to elaborate on the idea of unique citizens Id card I have a suggetion to make .Let the birth registration no of every child or citizenship registration no be that unique no and it should be his no for all numbering purposes viz telephone no.,bank account no ,passport no,voters id card no, ration card no.,mobile no. and so on .
Information technology has come to India and world has recognised that we are excellent in it. Let us take it to every small hutment , to every field , to every walk of life so that the masses is benefited by it.
Last but most essential is the way to deal with corruption,nepotism,red tapism,cyber crimes and new threat of terrorism firmly because these are the viruses which will eat up BJP IT VISION. Thanks
